You can't. Work with an existing 501(c)(3) and provide the services through them, as outreach. This is the simplest way of providing services without forming another 501(c)(3).
Reply:Can't be done without the 501(C)3. You can do the work as a organization not a business with out one tho. Create a organization with members etc and you can do the work you want to do with out it.
