Not sure how to set up the parameters to allow for two motors to change directions (going opposite of eachother) by giving an input to the chip. A inverter chip is being used in this project.

I don't completely understand, but if you want the motors to change directions, you should switch the wires attached to the positive power charge with the negative one.
